The East African Crude Oil Pipeline (EACOP) project is guided by a robust governance framework that ensures transparency, accountability, and effective decision-making across all operational levels. Our Governance Team comprises experienced professionals from partner entities, tasked with overseeing compliance, ethical conduct, and the implementation of corporate policies that align with international best practices.
The team plays a central role in risk management, stakeholder engagement, and sustainable development oversight, ensuring that the project adheres to environmental, social, and regulatory standards. Through strategic leadership and continuous evaluation, the Governance Team supports EACOP’s mission to deliver a pipeline project.

As Deputy Managing Director, he works with the Managing Director in engaging all stakeholders internally and externally to ensure delivery across all EACOPs activities and geographies. As General Manager Uganda, he is responsible for non-Project Uganda based activities including the direct report of the Uganda Land and Social Manager, Operational HSE & Security and Uganda Contracts & Procurement.
Project Director, responsible for the delivery of the Engineering, Procurement, Construction and Commissioning of the Pipeline Project, along with all associated contracts including their HSE management, regulatory compliance, and associated budget.
General Manger, Tanzanian Branch / Health Safety & Environment Director, responsible for non-Project Tanzania activities including operational HSE, Land & Social, Human Rights & Project Induced In-Migration (PIIM) – including functional oversight of Uganda), Security and Tanzanian Contracts & Procurement.
Also responsible for putting in place the culture, training, systems, procedures, and oversight to enable EACOP to meet its objective of zero fatal accidents and no major environmental or safety incidents. The role also includes integrating all HSE reporting, incident investigation, and the managing & monitoring of environmental & biodiversity activities, in particular the commitments taken under the ESIAs, the Critical Habitat net gain program and with the Lender’s E&S due diligence consultant.
Commercial Director, responsible for implementing key commercial agreements (specifically the SHA and TTA), including shareholder relations & reporting, commercial operations, interface with Shippers/Upstream and economics.
Legal Director and Company Secretary, responsible for the implementation of the agreed legal framework for the EACOP in Uganda and Tanzania (Host Government Agreements, Shareholders Agreement, Tariff & Transportation Agreement) and ensuring compliance with all applicable laws to EACOP and its activities. Also responsible for the management of the legal function to ensure the provision of, high quality, commercial and operational legal services to the EACOP Company and Project. As Company Secretary, also responsible for the governance and administration of the EACOP Company.
Uganda Human Resources & Corporate Affairs Director, responsible for the HR & Communications strategy. The HR service encompasses recruitment, career management, diversity & inclusion, change management, compensation, and benefits. This position is also responsible for internal and external communications and general services.
Tanzania HR & Corporate Affairs Director, responsible for Human Resources (recruitment, training, compensation & benefits), office and general services, internal and external communications including diversity and inclusion.
Operations Director , responsible for the recruitment and training of the future operators, representing the requirements of operations to the Project, preparing the reception of facilities to operations upon construction and commissioning, and all preparations to Start Up (hydrocarbons in), Operations and Maintenance.
Chief Financial Officer, responsible for Finance and Information Systems & Technology. This includes managing funding from both equity and debt, Accounting, Treasury, Tax, Cost Control, Financial reporting to shareholders and Lenders, and coordination of the annual work program and budget together with the Planning and Performance Director.
Construction Director, responsible for the delivery of the Engineering, Procurement, Construction and Commissioning of the Pipeline Project, along with all associated contracts including their HSE management, regulatory compliance, and associated budget.
Planning and Performance Director responsible for EACOP’s planning across all activities (integrating the land acquisition planning with the project planning), Internal Audit, custodianship of the EACOP Integrated Management System and the development of dashboards and KPIs to manage and follow the company’s performance.
